The human resources management system includes aspects such as employee recruitment, training, performance evaluation, compensation, and corporate culture building. Among these, performance evaluation is of paramount importance in the human resources management system, as it helps to improve employees’ professional skills, stimulate their enthusiasm for work, and ensure the efficient operation of tasks. However, it is common for employees to show resistance, lack of cooperation, or even hostility when their organization announces the introduction of a new performance evaluation system. It seems that whenever performance evaluation is mentioned, employees assume it to be a means of restricting and controlling them, while department managers think of the complicated evaluation procedures and strict rules associated with it, which in turn leads to tension. Research has shown that the main reason for this situation is an incorrect focus in the early stages of performance evaluation. Human resources managers should engage in effective communication with relevant departments and personnel during the promotional phase, before implementing the performance evaluation, in order to provide proper guidance. To ensure the smooth implementation of performance evaluation, addressing employees’ psychological misconceptions is a prerequisite for its successful rollout. Generally, people tend to have a psychological inclination to \"escape pain and seek happiness.\" This is especially true for employees who work in state-owned enterprises; they are accustomed to a system where everyone shares equally and are reluctant to be evaluated. Since performance assessments are often directly linked to their interests such as salary and bonuses, it’s inevitable that these employees feel worried. To address the psychological issues of employees in performance evaluations, consideration can be given from the following three aspects: First, in the preliminary communication regarding performance evaluations, it is important to convey the psychological message that such evaluations will lead to a fairer and more reasonable distribution of benefits among employees, thereby better ensuring their personal incomes. For example, under the old assessment system, each employee’s salary was roughly at the same level – 2,000 yuan – but each employee’s abilities and performance varied, and there were significant differences in the amount of work required. If a scientific and reasonable performance assessment system is implemented, managers will be able to better understand the value created by each employee. In that case, the original salary of 2,000 yuan could be increased to 3,000 yuan; of course, employees with poor performance might have their salaries reduced to 1,000 yuan. Such outcomes protect the interests of employees who are competent and diligent, while putting pressure on other employees to work harder. II. Performance appraisals for career advancement help to identify an employee’s strengths and provide sufficient \"evidence\" for their professional development, thereby allowing those who perform well or possess special talents to be rewarded and promoted. The process of performance evaluation is similar to having the 300 musicians who played the yu under King Xuan of Qi perform one by one; as a result, Mr. Nan Guo could not hide among them, while those skilled at playing the yu could be identified. Managers might consider promoting these skilled musicians to become leaders of the orchestra. Performance evaluation is actually a mechanism for identifying and selecting outstanding talents, and it is a process that paves the way for employees’ career development. Of course, if Mr. Nan Guo wants to avoid being dismissed or having his salary reduced, he must transform psychological pressure into motivation, thereby consciously improving his work skills. III. Timely correction through performance evaluation helps leaders to identify employees’ shortcomings promptly; by implementing appropriate training measures, it is possible to improve employees’ professional skills and enhance the company’s profitability. “During his training, Liu Xiang was constantly “tested” by his coach Sun Haiping, who used a stopwatch to monitor his performance step by step. In track and field, any improvement of 0.01 seconds is the result of extensive and proper guidance from coaches as well as hard training by the athletes; it is therefore essential to identify the athletes’ weaknesses in a timely manner so that they can be addressed specifically. Corporate performance evaluation is similar to this. On the other hand, it is also necessary to maintain good communication with department managers during the performance evaluation process, which will facilitate better implementation of the system. When dealing with department managers, the following aspects are relevant: 1. Performance evaluations help to motivate team members to work harder. 2. It helps to improve the work performance of the department. 3. By providing guidance to correct mistakes, the relationship between managers and those who are managed can be transformed into a mentor-mentee relationship, which helps to improve the relationship between superiors and subordinates. Finally, it is worth noting that without the support and approval of senior management, it is difficult to maintain performance evaluation systems. Before carrying out all the tasks mentioned above, human resources managers must explain the plans for performance evaluation to senior leaders, including how to implement such evaluations, how to use them to achieve the company’s strategic goals, the specific implementation methods, as well as the potential difficulties and solutions to those difficulties. Gaining the approval of senior management will facilitate the smooth implementation of performance evaluations; even if certain issues arise, the managers will be mentally prepared for them. In short, performance appraisal is a form of redistribution of rights and interests; if not guided properly, there will be considerable resistance to its implementation. The primary task for human resources managers when carrying out performance appraisals is to address the mindset of leaders at all levels and employees in various departments, that is, to resolve the psychological issues of those involved. Once they give their approval and support, performance evaluation will achieve satisfactory results.
