How should “upper classification” be translated?

In the design specifications, there is a field in the section describing the pipeline classification method that is labeled as “upper classification” – how should this phrase be translated? In particular, how should “upper” be interpreted?
Guess it means higher-grade pipelines?
There might be a lower classification corresponding to it.
Upper is in contrast to lower; it probably refers to pipes of a very high quality grade
