To be recommended for evaluation for an intermediate professional title, one must have an associate degree or higher, and meet one of the following conditions: (1) A master’s degree holder who has held a position at the social assistant level for three years or more (full-time master’s graduates can be assessed for an intermediate professional title after three years)； (2) Graduated from university or a junior college, and held a social assistant position for at least four years. (III) Professional theoretical knowledge: Possess systematic and solid professional theoretical knowledge as well as extensive practical experience; be familiar with the theoretical knowledge and development trends in this field and related fields both domestically and internationally, and understand relevant laws, regulations, and systems. (IV) Computer Application Skills **The Ministry of Human Resources stipulates that the results of the national examination on computer application skills for professional and technical personnel are one of the mandatory requirements for evaluating professional and technical titles. To apply for intermediate or senior professional and technical titles, one must obtain a certificate of passing the National Computer Application Ability Test for Professional and Technical Personnel (with success in all the required subjects: 4 for senior levels and 3 for intermediate levels), or a certificate granting exemption from certain modules. (5) Work experience and capabilities: The ability to carry out professional technical work creatively, with the skills to independently analyze and solve technical problems, to lead or participate in professional technical projects of a certain scale, and to mentor junior technical staff. (VI) Performance and Achievements: Adhere to morality, knowledge, ability, and performance as the main criteria for evaluation, emphasizing achievements, contributions, and innovation capabilities; regard the possession of independent intellectual property rights, invention patents, and the ability to transform them into practical applications as important factors. Those applying for promotion are required to have achieved relevant results in their current position, received awards for contributions in their field, and to have published papers, monographs, translations, or similar works. (7) Foreign language requirements: According to the regulations set by the Provincial Department of Human Resources, applicants for positions at the deputy senior level and below generally need to meet the nationally standard requirements; those scoring below 50 points will not be approved.
