Substation electrical equipment generates a certain amount of heat; air electric heaters are the preferred option for heating, as they provide just enough additional heat; Unitary air conditioning is commonly used in electrical equipment rooms; if central air conditioning or a hot water system must be used, separate air ducts in an air handling room should be installed to supply air and thereby avoid the risk of leaks.
I agree with the view from the second floor; considering the environmental conditions, it seems better not to use hot water.
