Fire hazard class of phosphorus trichloride

I was working on a project recently where phosphorus trichloride is used in the production workshop. Phosphorus trichloride does not burn, but it does have oxidizing properties; however, it cannot be classified as a secondary oxidizer. As a result, it’s difficult to determine the fire hazard category for this workshop. Could anyone give me some advice?
Building codes: Table 3.1.3 Classification of fire hazard for stored items – Category B3; oxidizers that do not fall under Category A
One can refer to the classification in the safety assessment report; in many cases stricter requirements are applied, with phosphorus trichloride and phosphorus oxychloride being classified as Category A
