Equipment foundation bolts

When embedding the foundation bolts for the tower equipment, the bolts were buried too deep, resulting in a length exposed above the foundation surface that was about 60 mm shorter; the material of the bolts is Q235A. The foundation is now firmly in place, and nothing can be changed. Option 1: Cut off a part of the bolt and then weld on a section of bolt that is long enough to meet the requirements ； Option 2: Shorten the rib plates of the device’s bolt seats and move the cover plate downward; of course, this can only be done after design calculations have been carried out. Are these two options feasible? Are any auxiliary measures needed? Is there a third option?
Using rebar in moving equipment is not a good solution; the protective layer on the surface of the foundation can be removed, by at least 30 mm. If the height of the bolts is still insufficient, welding the bolts is the only option – the concrete in the area around the bolt locations must be chiseled away, the bolts welded in place, and then fine-grained concrete poured up to the surface of the foundation.
If the bolt material is Q235A, choose Option 1.
