There are things that cannot be fully explained by theory. The initial load is certainly low, and it is only as the system stabilizes that the load is gradually increased; basically, it never operates at full load right from the start. Reaching full capacity takes some time.
The evaporation rate while driving is difficult to control; generally, operation is carried out at low load, with the load being increased gradually once stable operation is achieved.
The system pressure you mentioned should be controllable; does the self-regulating valve used to control the system pressure work properly?
