Problems with composite steel plates?

How is composite steel plate defined? What are the regulations regarding composite steel plates in pressure vessels and reactors? Which standard does this regulation come from? Please advise, senior! Thank you!
Composite panels commonly use a combination of stainless steel and carbon steel to save costs. To the best of my knowledge, there are currently no design regulations for pressure vessels: the common practice is to deduct the thickness of the stainless steel layer when calculating the thickness.
