In other words, can a signal cable of 19x1.5 mm2 be used instead? Are there any downsides? Also, is the cable numbering the same for all manufacturers? For example, what do KVV mean and so on?

Signal cables with the same parameters will work.
Putting aside the temperature resistance rating of the cables, signal cables with the same cross-sectional area can replace control cables, but the reverse is not true!
