Management of Safety Education 1. Purpose: To establish the content, methods, and requirements for safety education upon employees’ entry into the factory, as well as for daily and special safety education, along with procedures for assessing safety skills! ! 2. Scope: All employees of the company. 3. Responsible parties: Safety Department, Human Resources Department, Engineering Department, Production Department, Engineering Transformation Department, Production Workshops, QA. 4. Procedures: 4.1 Safety training upon entry to the company. 4.1.1 New employees of the company (including temporary workers, contract workers, trainees, and interns) must undergo safety training at three levels: the company level, the workshop level, and the team level. 4.1.2. Employees who are transferred between workshops, cadres who participate in labor, and those who have been away from their posts for more than 6 months must receive safety training at the workshop and team levels ; When there is job transfer between teams within a workshop, safety training at the team level must be conducted. 4.1.3. Safety training upon entry to the plant can be carried out simultaneously with the technical training for employees. 4.1.4. Safety education is organized by the Human Resources Department, with the Manufacturing Department, the Safety Section, and the Safety Department jointly responsible for it. The educational content includes **safety technology laws and regulations, the company’s production characteristics, typical accident cases, as well as safety rules and labor discipline; the duration of safety training provided by the company must be no less than 24 hours. 4.1.5. Workshop-level safety training is the responsibility of the workshop supervisor, with the workshop safety officer carrying out the training. The content includes the production characteristics of the workshop, the workshop’s safety technical regulations, and safety production management systems. The duration of workshop-level safety training must be no less than 16 hours. 4.1.6. Team-level safety training is the responsibility of the team leader, with the on-the-job supervisor conducting the instruction. The content includes safe technical operating procedures for the position, job responsibility systems, accident cases related to that position and measures for preventing such accidents, as well as the performance, purposes, and correct usage methods of safety devices, personal protective equipment, and fire-fighting equipment. The duration of team-level safety training must be no less than 8 hours. 4.1.7. The reception department should explain the general safety precautions to those who come to the company for visits and study. 4.2 Special Education 4.2.1 All personnel engaged in special types of work such as working with boilers, pressure vessels, lifting equipment, welding, driving, or electrical tasks must undergo professional training and assessment by local authorities or the relevant competent departments of enterprises designated for this purpose. Only after obtaining a certificate confirming their competence for safe performance of such tasks can they operate independently. 4.2.2 Before putting new processes, products, equipment, technologies, or materials into use, the research institute and the engineering transition department must, in accordance with their respective responsibilities and based on the new safety operating procedures, provide specialized training for the operators and relevant personnel. Only after they pass the examinations can they begin working with these new elements. 4.2.3 In the event of a major accident or a serious near-miss, the Manufacturing Department, the Engineering Transformation Department, and the relevant department shall promptly organize relevant personnel to conduct on-site training at the accident site, analyze the causes of the accident, draw lessons from it, and formulate preventive measures to avoid similar accidents from occurring again. 4.2.4 For annual planned overhauls and major maintenance tasks involving high risks, the Engineering Department shall specify the necessary safety measures and requirements for the workers, provide specialized safety training, and supervise and inspect the implementation of these safety measures to ensure that the maintenance is carried out safely. 4.2.5 Women workers should be systematically provided with education on special labor protection. 4.3 Daily safety education 4.3.1 Leaders at all levels should provide employees with regular education on safety concepts, safety techniques, process discipline, work discipline, and legal regulations. 4.3.2 The company’s safety department shall cooperate with the trade union and relevant departments to carry out publicity and education on safe production, using various methods such as information boards, broadcasts, blackboards, exhibitions, and accident simulation training. 4.3.3 The team should organize a safety activity once a week to provide education through learning and discussion. 4.3.4 When carrying out shift handovers and start-up/shutdown procedures, safety precautions should be outlined simultaneously. 4.4 Safety Technology Assessment 4.4.1 After receiving the company’s safety training, an assessment shall be conducted by the Safety Department, with the results to be filed centrally. 4.4.2 The Safety Department, in conjunction with the Manufacturing Department, conducts a safety and technical assessment of employees once a year; the results of these assessments are published and recorded in their files. The safety and technical assessments for managers at or above the middle level, as well as engineering and technical personnel, are organized by the Safety Department, while those for workers are organized by the Manufacturing Department and the workshops. 4.4.3 Those who fail the assessment must take a make-up exam; if they still fail after the make-up exam, their qualification to work shall be revoked.
