Definition of the external pipeline area and the plant boundary zone

When carrying out engineering design, how is the boundary between the external piping area of the plant and the equipment area defined? Are there any regulatory guidelines for this?
We generally define it as 1 meter outside the equipment area
For the outer pipe, we generally define it as 1 meter outside the plant area
