Side line reflux

There is a pipe parallel to the horizontal plane connecting the side draw pipe of the packed tower to the feed pipe; can this be considered side stream reflux? If so, how does the side stream reflux return to the tower in the absence of a pump?
It can be considered a side-stream reflux; for example, the plant I work at uses a negative-pressure tower, in which the material is forced to flow back into the tower due to both the gravity of the material and the vacuum level
