What certificates are currently required of manufacturers of steel plates for pressure vessels?
Chapter 2 Basic Conditions and Requirements for Manufacturing Licenses Article 8 A manufacturing entity shall possess legal person status and have obtained a business license issued by the administrative department for industry and commerce. Article 9: Manufacturing units shall produce products in accordance with relevant safety technical specifications and their corresponding standards. For manufacturing units conducting initial certification and additional item certifications, product prototyping must be carried out, with the type testing institution performing type tests on the prototype products. Article 10: Manufacturing units shall possess the capability to produce steel plates (strips). The resources such as personnel, production conditions, and testing facilities must meet the following basic requirements: (1) There shall be professional technical personnel, inspectors, and skilled workers suitable for the manufacturing of the products ; (II) Have production facilities suitable for product manufacturing, including factory premises, areas for storing raw materials and products, office facilities, production equipment, and processing machinery ; (III) Testing methods that meet the requirements of product manufacturing and can ensure product quality, including testing instruments, physical and chemical analysis equipment, non-destructive testing equipment, and measuring devices, as well as testing conditions appropriate for the inspection items required before products leave the factory ; (IV) Existence of regulations, safety technical specifications, and standards suitable for product manufacturing needs ; (5) The capability to carry out the main production processes for the product and to conduct final inspection. Routine physical and chemical testing, sample processing, and non-destructive testing shall not be subcontracted. Specific resource requirements are listed in Appendix C. Article 11: The steel ingots and billets used by manufacturing units must be produced using equipment and processes that meet the requirements of **industrial policies; such units should have converters or electric arc furnaces, off-furnace refining equipment, as well as the associated process equipment. Article 12: Manufacturing units shall, in accordance with the provisions of the \"Basic Requirements for Quality Assurance Systems for the Manufacturing, Installation, Modification, and Maintenance of Special Equipment\", and taking into account their specific circumstances, establish, implement, maintain, and continuously improve a quality assurance system related to the manufacturing of licensed products. They shall also develop quality assurance system documents such as quality assurance manuals, procedure documents, and work instructions.
