Is it determined based on an on-site investigation whether to install a detector or not? Can a detector be omitted for any installed device?

Anyway, most of the drawings produced by the design institute are designed in accordance with regulations, but they do not meet the installation requirements. We have a small factory building, and we need to install 40 alarm devices. It’s already impossible to do so even with conduit pipes – are we supposed to give up?
