The feed volume per batch ranges from dozens of tons to several hundred tons; the monthly flow rate at the oil depot is 4,000–5,000 tons, while its storage capacity remains around 1,000 tons. Compared to state-owned petrochemical companies, this amount is quite small. This is the process for adjusting the oil level on a regular basis ; The raw materials are fed into the oil tank through pipes in the vehicle; after mixing, they are then transferred via pipes into an oil truck for transport. We deal with blended gasoline, so there are no complex processes associated with large-scale refineries, nor is distillation involved. The volatile odors come mainly from the expansion and contraction of the vents in vertical oil tanks. In the past, benzene was used for blending purposes, but now pure benzene is hardly used anymore; instead, xylene, toluene, mixed benzenes, heavy aromatics, light aromatics, olefins, MTBE, and other substances are used as substitutes. The odor becomes very strong at a distance of 30–40 meters. This practice of blending with benzene has been discontinued for over half a year now. Given my current working conditions, the distance involved is around 100 meters, and I work in an office – I’m not a frontline worker and have never had direct contact with any raw materials; I don’t detect any odors. However, the amount of raw material fed in at one time has increased. Before, it was less than 100 tons per type of raw material, but now it’s several hundred tons at a time. It’s not certain whether such large quantities are added all at once, as the oil tanks remain the same size. I guess what has changed is the number of times and the amount of oil that is mixed together. The process remains unchanged: the raw materials are poured into the oil tanks through pipelines, mixed there, and then transferred to oil trucks via pipelines for transport. What I mean is that the number of oil tanks hasn’t increased, but the amount of raw materials added each time has gone up significantly, from dozens of tons to hundreds of tons. I think it’s possible that the frequency of blending gasoline has increased. In the past, there was hardly any smell, but now, with more raw materials being used, although the amount of gasoline vapor emitted from the oil tanks with each blending process remains constant, the frequent occurrences mean that the vapor from the previous blending hasn’t had time to dilute in the air before new vapor is released. As a result, the accumulated amount of vapor increases. Could the concentration increase at a distance of around 100 meters? Is it a safe distance? The oil production site is about 100 meters away from the office. The oil tanks are vertical, with a storage capacity of around 1,000 tons of oil. Is the office upwind or downwind of the oil tank? Is the general layout reasonable? Under normal circumstances, at a distance of 100 meters, there is basically no impact. According to the Petrochemical Specifications, the required minimum safe distance between Class A and Class B liquid storage units and residential areas, public welfare facilities, and villages is 100 meters. As for the health protection distance, it should be at least 150 meters, in accordance with the unit’s Environmental Impact Assessment Report.

May I ask: does the minimum hygiene protection distance of 150 meters refer to large oil depots owned by state-owned enterprises, or does it apply to small level 4 oil depots like ours that are used for blending gasoline?
