The design unit simply has an advantage in terms of design. Construction work and driving are both outsourced; they lack a great deal of experience in these areas.
That’s incorrect; now the design institutes under the Ministry of Chemical Industry have been transformed into engineering companies, and their main source of income comes from general contracting. Each of these companies has its own departments responsible for construction management, operation, etc., as otherwise it would be impossible to control costs.
