On site, as a designer, one sees that the construction party does not follow the specifications strictly, but it’s not convenient to point that out – after all, if you upset them, they will start finding faults with the design. However, this is not the case with supervisors; the construction party has no choice but to obey their instructions. I was wondering whether on-site supervisors should put more consideration into the interests of the owner and the project, after all, they hire you so that you can be effective in your role. Of course, there are some owners who just want a formality to be met, but such cases are rare, right? I hope everyone can discuss the mindset of supervisors during construction and the methods for handling relationships, as well as various issues that arise.
The supervision company exercises on-site construction management on behalf of the owner, with its authority primarily derived from the permissions granted by the owner. Under the domestic supervision system, the scope of responsibilities exercised by such companies is limited; abroad, however, they are responsible for managing the entire project process on behalf of the owner, including aspects such as production progress, quality, safety, operational plans, and control of project investment costs. The owner generally does not have any direct relationship with the construction contractors, as all tasks are managed by the supervision company, which is accountable to the owner. During the implementation process, domestic supervision companies are managed jointly by the owner and the supervision company; when disagreements arise, the owner’s opinion usually prevails, resulting in concessions on the part of the supervision company.
Abroad, supervision companies manage the entire project process on behalf of the owner, including production progress, quality, safety, business plans, and control of project investment costs. The owner generally does not have any direct dealings with the construction contractors; all tasks are managed by the supervision company, which is accountable to the owner. Indeed, when I worked on projects abroad, consulting firms had enormous power; they managed everything in a very strict manner. It’s not like having a meal back home will make much of a difference.

As professional engineering teams, supervisors certainly understand the project better than the owners do. In China, many property owners regard the supervisor merely as a third party, an impartial party.
