Cost for retesting materials upon entry

In construction projects, if the contractor has doubts about the quality of certain materials, they have the right to conduct additional tests on those materials. However, the material cost does not include the cost of retesting the materials to issue a certificate of conformity. If the materials fail the retest, the manufacturer will bear this cost; but if they pass the retest, where will the cost come from?
1. In accordance with regulatory requirements, materials that need to be inspected upon arrival at the site, such as cement, must undergo re-inspection. Regardless of the results of this re-inspection, the construction party is responsible for covering the costs associated with it; the expenses for material inspection are included in the project quotation. 2. For materials for which retesting upon arrival at the factory is not required by the standards, if the owner insists on such retesting and the materials fail the test, the cost shall be borne by the manufacturer or by the owner ； If the material passes the re-inspection, the costs will be borne by the owner.
Reply to 2# Jiutian Lanyue: If the second item requires the owner to bear the costs, where will these funds come from? Will it come from the contingency fund or from some other expenses?
