The \"Guiding Opinions on Supportive Technologies for the Development of the Petroleum and Chemical Industry,\" issued on October 21, 2009, clearly states that it is necessary to actively develop new types of coal chemical technologies. By taking coal gasification as a key element, such technologies can drive industrial development and technological upgrades. Relying on pilot projects in coal chemical processing such as coal-to-olefins, coal-to-oil, coal-to-methane, and coal-to-ethylene glycol, it is possible to achieve indirect and direct substitution for some petroleum products. The coal-based energy and chemical industry will play an important role in the sustainable use of energy in China, and it represents a key direction for development over the next 20 years. The coal chemical industry in China is facing new market demands and development opportunities. **The Interim Measures for Energy Conservation Assessment and Review of Fixed-Asset Investment Projects issued by the National Development and Reform Commission came into effect officially on November 1, 2010. At present, the coal chemical industry in China is mainly in the technical experimentation stage, with various technologies not yet mature; key technologies and equipment still need to be developed domestically. At the same time, in some regions and enterprises of the current coal chemical industry market, efforts are being made to plan and build coal chemical projects. At the turn of the 11th and 12th Five-Year Plans, there was an urgent need to plan for the future development of the coal chemical industry, improve its technological processes, and accelerate the growth of downstream industries. To explore the development of the coal chemical industry during the 12th Five-Year Plan period, improve the level of coal chemical production technologies in China, accelerate the growth of the market for coal chemical products, and understand the regulatory measures regarding the coal chemical market.
