Technical standards for welding electrodes for pressure vessels?

Recently, it has been observed that in the design and construction drawings of pressure vessels prepared by many design institutes and construction companies, the welding rod standards specified are those outlined in GB/T5117-1995 for carbon steel welding rods and GB/T5118-1995 for low-alloy steel welding rods; the JB/T4747-2002 standard is not being followed. I wonder what standards are being used by others for pressure vessel products? (And during the construction, it was found that many units used ordinary welding rods for welding; the factory documentation included a quality certificate for the JB4747 welding rods.)
This is determined by the manufacturer of the welding rod, not anything else!
The JB/T4747-2002 standard is merely a ordering condition; it states that the welding rod standards can only be GB5117, 5118, etc., and not JB/T4747. It simply states that electrodes to be used for pressure vessels must be ordered in accordance with JB/T4747-2002; this should be a acceptance standard.
During the last inspection by experts, it was stated that the quality certificates GB5117/GB8118 must indicate compliance with JB/T4747 in order to be used for pressure vessels
Welding electrodes for pressure vessels can only be used on such vessels if they comply with JB/T4747; this is a strict requirement, as ordinary welding electrodes contain levels of p and S that do not meet the requirements for welding pressure vessels.
