What type of reactor should be chosen for the production of sodium hypochlorite?

Why does a sodium hypochlorite generator produce carbon monoxide?
I’ve never encountered this problem before; how do you determine that it’s carbon monoxide? If it does appear, it might be generated by the oxidation of organic matter.

We use enamel material; the inside serves as the reaction vessel, while cooling water flows through the outer layer, and the result is quite good.
