The new regulatory requirements state that for materials of foreign grades, verification testing is necessary; does this apply mainly to the main pressure-bearing components, to all pressure-bearing components, or to all materials? Personally, I think it is aimed at the stressed components; please discuss this.
I think it is aimed at the main pressure-bearing components; the new regulations emphasize the level of hazard associated with them. For example, the classification of pressure vessels differs significantly from that in the old regulations – certain Class 2 pressure vessels are classified as Class 1 vessels under the new rules. From this perspective, it seems to be focused on the main pressure-bearing components
Re-inspection of steel plates and steel pipes is no longer practically required. However, for imported materials of foreign grades, Class III pressure vessels purchased using Grade IV forgings, as well as pressure component materials whose quality certificates cannot be verified or regarding which there are doubts about their properties and chemical composition, material re-inspection is still required. Stricter controls are applied to materials of foreign grades; when pressure vessel components are made from such materials, two scenarios are considered: ① The materials produced by the foreign manufacturers must comply with relevant material standards and meet China’s basic requirements for such materials ； Random re-inspection is required before use ； For steel materials with a minimum standard tensile strength of 540 MPa or higher, as well as low-alloy steel materials used in pressure vessels at design temperatures below -40°C, the material manufacturer must also undergo technical evaluation by relevant technical organizations or institutions before such materials can be approved for use. ②Materials produced by domestic material manufacturers must not only meet relevant standards and fulfill China’s basic requirements for such materials, but they must also pass technical evaluations conducted by relevant technical organizations or institutions. If the designer selects materials of foreign grades, they are required to fully explain their necessity and economic viability in the design documents. ）
The new regulatory requirements do not explicitly state that they apply to the main pressure-bearing components; they only mention materials of foreign brands. Literally speaking, this should refer to the pressure-bearing components
