Article 19 of the Regulations on Work Safety Licenses: Those who violate the provisions of these regulations by engaging in production without obtaining a work safety license shall be ordered to cease production, have their illegal gains confiscated, and be fined not less than 100,000 yuan but not more than 500,000 yuan； If a major accident or other serious consequences occur and a crime is constituted, criminal liability shall be pursued in accordance with the law.

Only after that can an application be submitted to the authority issuing safety production licenses to obtain such a license. If, upon the expiration of the registration period, no approval letter for the completion inspection of the safety facilities of the construction project is obtained, nor is an application submitted to the authority responsible for issuing safety production licenses to obtain such a license, then hazardous chemical production activities must be halted.
