Emergency Plan for Power Outages in Coking Plants (Trial Version): Due to the large amount of flammable and explosive gases present in coking plants and the complexity of their production processes, these plants not only carry out their own production activities but also supply mixed gas and cutting gas to various other facilities. Additionally, they receive blast furnace gas from iron smelting operations. This plan is designed to prevent various accidents or losses that might occur in the event of an emergency power outage; To ensure normal production after power restoration, an emergency power outage response plan has been formulated. This plan applies to accidents resulting in a complete interruption of power supply to coking plants due to various reasons. I. Emergency organizational structure: A hierarchical command structure shall be established. Command organization members must adhere to a system of substitutes in case of absences, with responsibilities being transferred accordingly. Lower-level command structures must unconditionally obey the commands of higher-level command structures. Members of the emergency response team must request permission from their superior commander to leave their work or residence areas ; Upon receiving information about an outage caused by an accident, commanders at all levels must immediately head to the command office; if possible, they should direct emergency response actions along the way and promptly notify the emergency operations office ; Upon receiving information about an emergency power outage, team members should reach their assigned positions as quickly as possible ; The relevant functional departments cooperate with each other, fulfilling their respective roles and working closely together. (i) Emergency organization structure of the coking plant: 1. Establish an emergency command center and a command office for power outages at the coking plant. Chief Commander: Plant manager. Deputy commanders: Deputy plant manager in charge of production, deputy plant manager in charge of technology, deputy plant manager in charge of equipment, and deputy plant manager in charge of material handling. Members: Representatives from the production department, technology department, safety department, logistics department, as well as the primary responsible persons from each operational area. Responsibilities: ① Responsible for directing the operation of the coking plant’s production processes and the equipment related to power supply and shutdown ; Comprehensive efforts including emergency safety ; ②Organize the formulation and revision of this contingency plan ; ③Approve the contingency power outage plans for each operating area ; ④Supervise and inspect the drills of emergency response plans in each operating area. 2. I. Emergency operations at the blending station: Under normal circumstances, the capacity of a 50,000 m³ gas holder should not be less than 30,000 m³, and that of a 100,000 m³ gas holder should not be less than 60,000 m³. 1. Immediately open Mixing Valve #13 to maintain positive pressure in the external network. Responsible person: The on-duty staff at the blending station. 2. If gas is currently being vented from the gas holder, immediately close the vent valve. Responsible person: The on-duty staff at the blending station. 3. Verify that the inlet and outlet valves of both gas tanks are in the open position, while valves No. 1 for direct flow and No. 8 for high pressure are in the closed position, to ensure positive pressure in the external pipeline network as well as in the gas pipelines of the blast furnace and coke oven. Responsible person: The on-duty staff at the blending station. 4. Set the switch on the operating box in the gas holder pump room to the manual position, and close the oil inlet valve of the pump room. Responsible person: The on-duty staff at the blending station. 5. Close the inlet and outlet valves of the fan. Responsible person: The on-duty staff at the blending station. 6. If the personnel on duty at that time were undergoing routine inspections inside the cabinet, they should organize others to use manual rescue devices to bring out the people inside the piston, or use hand levers to rescue those trapped in the elevator car. If someone is inside the elevator car, turn off the power to the control room and move the car to the emergency stop position. If the car was located close to the landing door at the time, evacuation should be carried out directly through the landing door ; If the floor door is far away, the cabin door can be opened, and one can climb down the ladder inside the elevator shaft to reach the floor door and evacuate. After the people have evacuated, use a manual handle to move the cabin to the ground floor. Responsible person: The on-duty staff at the blending station. 7. One hour after a power outage, activate the backup fuel tank; if power is still not restored after one hour of using the backup tank, open the gas holder to release the gas inside it and carry out an emergency shutdown procedure. Responsible person: The on-duty staff at the blending station. 8. After a power outage, whenever the level of each of the two gas tanks drops by 2 meters, the on-duty staff must report this to the control room, which in turn reports it to the group company’s main control center. 9. Before the gas tank is lowered to the floor, the duty officer must report to the control room in advance; upon receiving this notification, the control room shall promptly report to the group company’s headquarters. Responsible persons: On-duty staff at the blending station, and on-duty dispatcher at the coking plant. II. Emergency operations at the pressure station: Under normal conditions, the capacity of the 50,000 M3 gas tank should be at least 30,000 M3. 1. Ensure that the inlet valve, release valve, and direct connection valve No. 2 of the 50,000 M3 tank are closed, while the outlet valve of the tank is open, so that gas can be supplied to residents as usual. Responsible person: On-duty staff at the pressure station. 2. Set the switch in the gas holder pump room control panel to the manual position, and close the valve of the oil inlet pipe in the pump room. Responsible person: On-duty staff at the pressure station. 3. If the compressor is currently in operation, close the inlet and outlet valves of the compressor. Ensure that the inlet valve, vent valve, and 2# direct-through valve of the gas tank are closed, while the outlet valve is open; then open the 3# direct-through valve. Responsible person: On-duty staff at the pressure station. 4. If this occurs during the routine inspection time at the machine location, personnel should be organized to use manual rescue devices to free those trapped on the piston inside the cabinet, or to use hand cranks to rescue those trapped in the elevator car. If someone is inside the elevator car, turn off the power to the control room and move the car to the emergency stop position. If the car was located close to the landing door at the time, evacuation should be carried out directly through the landing door ; If the floor door is far away, the cabin door can be opened, and one can climb down the ladder inside the elevator shaft to reach the floor door and evacuate. After a power outage, whenever the level of the civil gas tank drops by 2 meters, the on-duty staff must report this to the control room, which in turn shall report it to the group company’s main control center. 8. Before the gas holder is lowered onto the bed, the operator on duty must report to the dispatch room in advance. Upon receiving the notification, the dispatch room promptly reports it to the general dispatch center of the group company. Responsible persons: On-duty staff at the pressure station, and on-duty dispatcher at the coking plant. III. Emergency operations for pipeline groups: 1. Quickly proceed to the mixed-gas users to check and confirm whether they have closed the end valves, ceased gas usage, and to check for any gas leaks or unauthorized venting. Responsible person: On-duty staff of the Pipeline Team.    2. If it is winter and the temperature is low, after a power outage of 1 hour, close the main valve for the heating steam, drain water from the lowest point, and close the valves of the liquid discharge pipes one by one; then drain the water from the drains after 2 hours to prevent them from freezing damage. Responsible person: On-duty staff of the Pipeline Team.    3. Wait for instructions to prepare for valve cutting and gas supply. Responsible person: On-duty staff of the Pipeline Team. IV. After a power outage, all shift personnel shall set the transfer switches of the operating equipment to the zero position. V. I. Emergency operations for coke ovens:
1. In advance, connect a U-tube to the main blast furnace gas pipeline near the exchanger end, and place it outside the exchanger for standby use. Responsible person: Head of the coke oven fitter team.  2. In the event of a power outage, quickly cut off the power supply, press the manual button of the corresponding solenoid valve as indicated by the travel indicator, and operate the hand pump to move the exhaust gas travel pointer to the middle position. Responsible person: On-duty switch operator.  3. Observe the pressure in the U-tube; if the pressure is zero or slightly positive, personnel should promptly enter the basement, close all blast furnace gas cocks, introduce heating coke oven gas, and carry out gas shutdown and heat preservation measures. Responsible person: On-duty switch operator. II. Emergency procedures for coal delivery trucks: Responsible person: The driver on duty for the coal delivery truck.  1. After turning off the power to the coal truck, return the master controller to the zero position.  2. Quickly remove the guide sleeve pull rod pin so that the guide sleeve is lifted automatically under the action of the weight.  3. The two individuals pried open the brake, manually turned the wheel, and at the same time used a crowbar to move the running wheels, thereby pushing the coal cart away from the fire area. III. Emergency operations for the coke pusher: Responsible persons: the driver on duty for the coke pusher and the employee responsible for unloading coke on the machine side.  1. Turn off the power to the coke pusher and return the main control lever to the zero position.  2. Switch the pusher rod drive mechanism to manual mode, release the brake, and pull out the pusher rod; if it cannot be moved, the assistance of a crane operator is required.  3. Use the same method to shake out the leveling rod. IV. Emergency operations of the coke baffle car: Responsible persons: The on-duty driver of the coke baffle car and the on-duty coke-removal workers on the coke side.   1. Turn off the power to the quench car and return the main control lever to the zero position.   2. Remove the coke from inside the guide grid and near the furnace column.   3. Hold down the manual release button for the focus grid lock to deactivate the lock ; Hold down the manual button of the guiding grid solenoid valve to retract the guiding grid.   4. Push the coke car away from the fire zone. V. Emergency operations for the coke quenching vehicle: Responsible person: The driver on duty for the coke quenching vehicle.   1. Turn off the power to the coke quenching vehicle and return the main control lever to the zero position.   2. If the coking car is not positioned directly in front of the coking stack, activate the door-opening lever, place the red coke on the ground, and inform the fire truck to extinguish the coke ; If the coking quench vehicle is located in front of the coking stack, the fire truck can be notified immediately to carry out quenching. 6. After a power outage, the transfer switches of operating equipment at all posts must be set to the zero position. VII. Emergency resources and needs: 1. Basement: emergency lighting, fire extinguishers, fire axes, CO alarms, homemade wrenches.     2. Four essential items: fire extinguisher, handles for various manual devices, emergency lighting, pliers, hammer, adjustable wrench, and crowbar. VII. External Conditions: 1. The 100,000 M3 gas holder should be able to supply blast furnace gas to the blast furnace as soon as possible.    2. After closing the high-gas cock in the basement, open or close the flap valves on the two main pipes on the coke side as appropriate. ★ Chemical production system: Emergency operations within the chemical production system area are carried out by the purification operation area, which has established an emergency incident command team: Team leader: Head of purification operations; Responsibilities: Responsible for overall emergency management in the purification operation area. Immediately close the main gas valve and the branch valves of the tubular furnace; responsible person: the on-duty employee of the crude benzene unit. 2. Immediately close the regenerator steam inlet valve at the same time; responsible person: the shift leader of the crude benzene unit. 3. Then close all outlet valves of the operating pumps; responsible person: the on-duty staff of the crude benzene unit. III. Operation of the scrubbing unit: 1. First, close the outlet valve of the rich liquid pump. Responsible person: The on-duty staff member of the scrubbing unit. 2. Next, close the outlet (inlet) valve of the benzene washing tower; responsible persons: the staff on duty in the washing unit and the shift supervisor. 3. Then close all outlet valves of the operating pumps; responsible person: the on-duty staff of the washing unit. IV. Ventilator Unit: 1. Close the ventilator outlet valve and the pressure booster inlet and outlet valves; responsible person: the on-duty staff of the ventilator unit. 2. The operator sets the switch on the aspirator operation box to the zero position. Responsible person: On-duty staff of the inspirator unit. V. Operation of the deacidification unit: 1. Open the bypass of P-6401 and close the side-stream valve. Responsible person: The shift supervisor of the deacidification unit. 2. Commence construction in accordance with the sequence once the conditions are met. VIII. Potential risks: 1. If the process runs for too long, sulfur recovery may become blocked. 2. If the temperature of the Kohler furnace is below 800 degrees, automated ignition is required. 9. If any red-hot coke is found on the belts, it must be promptly removed. In case of a fire on the belt, it should be extinguished immediately using a fire extinguisher or other appropriate means. After that, inspections must continue until power is restored and the conveyors resume normal operation. Responsible person: The on-duty employee of the conveyor belt system at Jiao Shang. 3. If a busbar isolator is found to be in the closed position, manually operate it to open. ④The on-duty electrician went to the mixing station to check whether the handcars of fans No. 1 and No. 2 were in the off position. ⑵Power supply: The utility worker performs the following operations: ① Supply power to the main water transformer. ②, deliver phenylcyanine transformers. ③, deliver coke oven transformers. ④Send the ventilator and coal coke transformer level by level. ⑤, to the feedout cabinets of the air compressor station and storage and distribution station. ⑥Low voltage is used first for lighting. ⑦The on-duty electrician went to the distribution rooms at the comprehensive water system, the vacuum pump unit, and the phenol-cyanide area, as well as the high-voltage room in the mixing station, to check whether everything was operating normally. Note: Operations on the 6KV incoming line and bus circuit are prohibited. ② After power supply is restored, wait for instructions from higher authorities; once power is supplied, proceed with the operations in the following order. ③ The on-duty electrician is responsible for operating the low-voltage circuits in each substation. Principle: Restore using the original power supply in operation. First, restore the various low-voltage incoming circuit breakers, and then engage the busbar circuit breaker. Check the PLC system and various low-voltage distribution circuits. ④ If the DC panel is not functioning, all operations of the high-voltage system must be carried out manually. ① First, go to the coke oven area and coordinate with the operators on duty to adjust the flow control dampers for the gas supply to the 8 blast furnaces and coke ovens to appropriate positions and lock them in place. Use the manual lever to control the draft in the flue until the draft is appropriate. ②Go to the chemical production control room to assist the process engineers in checking the liquid levels in the waste boiler and sulfur condenser. Cooperate with process engineers to carry out the verification of control valves. ⑵Power supply: Coordinate with the personnel on duty in accordance with the sequence of process startup, and follow the instructions of the dispatchers. ㈢ After a power outage, ensure that the opening degree of the regulator valve behind the suction pump is above 50%. ㈣. After a power outage, the gas suction control flap is in the normally open position.
