Due to the oil spill incident caused by CNPC in Dalian, CNPC offered no cash compensation instead providing the 20 million tons per year oil refining and 1 million tons per year ethylene production project on Changxing Island as indirect compensation; this project is estimated to be in its preliminary stage.
