This question is quite vague; it depends on whether it’s a critical factor or not. Many foreigners’ innovations consist of making small changes to existing technologies – changes that are simple yet yield significant results. That constitutes a new process, an excellent example of innovation. So it doesn’t matter how many there are, whether it’s more or less; what matters is whether it’s crucial or not.
