Scope of application for preparing welding test pieces of head joint seams

According to Explanation Page 109 of the new Code, \"Welding test pieces for the head joint shall be welded at the extended portion of the head simultaneously.\" What range of situations does it refer to?
Personally, I wonder if it’s the case where assembly is done first and then shaping follows

If the question is about how to make a welding test plate for a butt joint head, it involves welding at the extended portion of the weld seam to create the test plate. There are two scenarios in this case: a. Welding of the steel plates before the head is formed, at which time the test plate is located at the extension of the joint ； b. When a very large head is formed, it still needs to be cut into sections for transportation and reassembled and welded on site; at this time, weld test plates are also required, again at the extension of the welds.
