Is the butt weld connecting the heat exchanger tube sheet to the shell a Class C weld?
Not necessarily; it depends on the format you use. Some are of Category B
It should be Category C; in fact, for Category A and C welds, it sometimes depends on the thickness difference along the normal direction of the weld. For example, the welds formed when a flange is connected to a pipe use a butting joint configuration, but they still belong to Category C.
