How is ZS calculated in 6.4.4 (d) of NB/T47003.1-2009?

In 6.4.4 (d) of NB/T47003.1-2009, what cross-section is the coefficient ZS referring to – the combined cross-section of the entire flat cover passing through the center and the reinforcement ribs? Is it still the coefficient of the section formed by the combination of a reinforcement bar’s cross-section and the cross-section of the flat cover within a range of 10δp on either side of the center of that reinforcement bar? Also, does the ZS cross-sectional coefficient refer to the flexural modulus in material mechanics? I would appreciate some guidance from those who are more experienced
