The “Code for Seismic Design of Buildings” (GB50011-2010) specifies clearly: “Article 1.0.2 Buildings in areas with a seismic design intensity of 6 degrees or higher must be designed to withstand earthquakes (this is a mandatory provision).” Article 1.0.3....... For buildings in areas with an earthquake resistance design intensity greater than 9 degrees, as well as industrial buildings with special requirements in certain industries, their seismic design shall be carried out in accordance with relevant specific regulations. ” Those upstairs probably haven’t read the code against seismic hazards; I recommend finding some professional materials to take a look at. Personally, I think D should be chosen; there is no value of 10 degrees in the seismic code
