In a heat exchanger where classification applies to the shell side but not to the tube side, do the heat exchange tubes made of foreign-grade materials need to meet the requirements specified in 2.9 of the Fixed Pressure Vessels Regulations (TSG R0004-2009)?
The heat exchange tubes also constitute the boundary of the shell side, and must meet the requirements of 2.9 in TSG R0004-2009.
Moreover, since the heat exchange tubes are classified as the main pressure-bearing components, they must meet the requirements of the Fixed Pressure Vessels Code
I believe that the requirements specified in 2.9 of TSG R0004-2009 should be met, as question 1-10 in the answers to questions of TSG R0004-2009 states that for each chamber of a heat exchanger, design and manufacturing technical requirements can be established according to its own category. However, in the end, the highest category among the various chamber types is used as the management category for pressure vessels; therefore, the use of foreign-grade materials for the pressure-bearing components of pressure vessels must meet the requirements specified in 2.9 of TSG R0004-2009
