What is the appropriate temperature from after heat exchange to before the water cooler?

In the pressure-increasing section of my unit, after replacing the No. 2 and No. 3 depropanizers, the temperature before the water cooler is around 200 degrees. The gasket on the head of the cooler has leaked several times. Could it be that the temperature is too high? What is the appropriate temperature after replacement before the cooler?
Cooling the water to 200 degrees is a bit too high and represents a waste; this heat should be used for heating the crude oil.
It is reasonable for the temperature before the water inlet cooler to be below 100°C. As mentioned above, full consideration must be given to the utilization of waste heat, so as to prevent any waste of resources.
Should we add another heat exchanger? Should we add a heat exchanger for the raw materials and the side stream?
Apart from the method mentioned above—namely, lowering the temperature of the fluid entering the water cooler—if there truly are no alternative heat transfer media available, using floating heads or U-tube designs for the water cooler is also a viable option.
