Is it possible to measure dry hydrogen chloride gas using a Coriolis mass flow meter? The process requires high precision.

Using someone beyond their capabilities? Is it for trade settlement or precise dosing? It’s not an exorbitant price.
The OP really went overkill here; actually, an orifice plate flowmeter would have been sufficient. There are models with high accuracy ratings, such as Class 0.5 and Class 1. This level of accuracy should be adequate for most operating conditions. Moreover, there’s a wide range of options available in terms of diameter and pressure ratings.
