Does this condition qualify one to apply for the Registered Supervision Engineer exam?

I have been working in a mid-level position for over four years, and I obtained my mid-level professional qualification at the end of last year. Does this count as meeting the 3-year requirement, or is it less than 3 years? That is, are these 3 years counted starting from the date when the professional qualification certificate is obtained, or starting from the date when one begins working in the position? Also, does the major in Metal Materials Engineering qualify?
