More than 150 representatives participated in the meeting, including those from the National Development and Reform Commission, the National Energy Administration, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Chinese Academy of Sciences, as well as development and reform commissions from nine provinces and autonomous regions including Inner Mongolia and Ningxia. Also present were representatives from major energy enterprises such as Shenhua, Datang, and Sinopec, as well as scientific research, technology development, and engineering design institutions like the Dalian Institute of Chemical Physics and the Shanxi Institute of Coal Chemistry. At the meeting, Comrade Zhang Guobao shared his personal insights and experiences regarding the healthy development of the coal conversion industry, drawing on his many years of work experience and numerous vivid examples. He began by saying that we **have relatively abundant coal resources, and coal serves as the main source of energy. China is at the forefront of the world in certain areas of coal chemical technology, especially in terms of industrialization.** The Energy Bureau strongly supports enterprises and research institutions in their efforts to research and develop coal chemical technologies, and hopes that scientists will build on this foundation to make further progress and consolidate these achievements. He pointed out that currently, there are indeed signs and risks of indiscriminate construction of coal chemical projects in China; **relevant parties have significant concerns regarding the unregulated development of the coal chemical industry.** He gave the example that just one region in Xinjiang has proposed building six or seven coal-to-natural gas projects; although there is a certain amount of water resources available there, such a scale is definitely excessive. There are also some places and enterprises that do not fully understand the principles behind coal-to-natural gas, and their decision-making is based on what others say. He also pointed out that the existing problems and controversies in the coal chemical industry should be viewed objectively; issues such as carbon dioxide emissions and water resource constraints require further research and continuous improvement. Comrade Zhang Guobao emphasized that it is urgent to determine and guide the proper development of this industry. Those involved in this work should, in line with the scientific outlook on development, conduct thorough investigations and research, seek truth from facts, analyze carefully, avoid following trends blindly or making arbitrary judgments. Only by providing correct answers to these issues and continuously resolving the problems that arise can this industry truly develop healthily. Du Minghua, an expert specially invited by the conference and Director of the Beijing Research Institute of Shenhua Coal Liquefaction & Chemical Co., Ltd., delivered a report titled “Technological Development of Coal-based Clean Fuels and Chemical Products and Prospects for the 12th Five-Year Plan” ; Units such as Shenhua Group, Sinopec Synfuels Group, Yankuang Group, Dalian Institute of Chemical Physics, and Fujian Institute of Research on the Structure of Matter respectively introduced the development of their independent technologies, including direct coal liquefaction, Fischer-Tropsch synthesis, methanol-to-olefins process, dimethyl ether synthesis, and the carbonylation-hydrogenation of syngas to produce ethylene glycol ; Enterprises such as Shenhua Group, Yitai Group, Datang Group, Shanxi Coal Group, and Jiutai Group respectively introduced the construction and operation status of industrial demonstration projects involving coal-to-oil, coal-to-olefins, coal-to-natural gas, coal-to-dimethyl ether, and coal-to-ethylene glycol ; The Inner Mongolia Autonomous Region introduced local policies supporting the development of the industry for the clean and efficient conversion of coal ; **The Department of Energy Conservation and Scientific and Technical Equipment of the Energy Administration presented the preliminary ideas for the 12th Five-Year Development Plan for the coal-based fuel industry. Held at the turn of the 11th and 12th Five-Year Plans, this conference provided a relatively comprehensive summary of China’s achievements, experiences, and lessons in the field of clean and efficient coal conversion over the past few decades.
