Containers require review after 4 years. May I ask how our factory should carry out this work? What is a program? Also, what does the inspection team check, and what are our precautions?

Procedures for Licensing Special Equipment: The administrative licensing process for special equipment includes steps such as application submission, acceptance, product prototyping and type testing, evaluation and assessment, approval, and issuance of licenses. The specific procedures are as follows: (1) Application: Entities wishing to obtain a license must first meet the basic requirements, then fill out an application form and submit it in writing to the authority responsible for issuing licenses; the website is www.aqsiq.gov.cn. (2) Acceptance: The authority responsible for licensing examines the submitted application materials. If the application is approved, it issues a notice of acceptance to the applicant; if corrections or additional information are needed, a notice is issued requesting such adjustments; if the application is not approved, a notice of rejection is issued to the applicant. (3) Product prototyping and type testing: Where product prototyping and type testing are required in accordance with regulations, the applying entity shall, after acceptance, prepare for product prototyping and request a type testing institution to conduct the type testing. The institution responsible for conducting the type test shall issue a type test report to the applying entity upon completion of the test, which shall then be submitted by the appraisal and evaluation institution along with the appraisal and evaluation report. For products approved through type testing, once all type tests for those products have been completed, the type test reports can be submitted directly to the approval office. (4) Invitation for appraisal and evaluation: In addition to type approval, the applicant shall invite an appraisal and evaluation agency to conduct on-site appraisal and evaluation. For permit projects that require both type testing and appraisal evaluation, the applicant shall obtain the type testing report and then invite an appraisal evaluation agency to conduct on-site appraisal evaluation ; For permit items that do not require type testing, the applicant can directly arrange for an appraisal and evaluation agency to conduct on-site appraisal and evaluation upon acceptance of the application. Before the appraisal review, trial-produced products (trial-installed equipment) shall be prepared in accordance with relevant regulations; if such trial-produced products are subject to product appraisal, they must first pass that appraisal. Where supervision and inspection are required by regulations for product trial production (equipment trial installation), such supervision and inspection must be carried out during the trial production (trial installation) process. Prototype products (equipment under trial installation) that have passed the appraisal and review may be put into use only after the applying entity obtains a license. (5) Submission of the assessment report: After completing the assessment process (including on-site assessment and verification of the corrective action report), the assessment agency issues an assessment report, which is then submitted to the Licensing Office. (6) Issuance of a license (registration form) or issuance of a denial notice: After conducting a review and completing the approval procedures, if the requirements are met, the licensing office will send the corresponding special equipment license (registration form) to the applying entity, or announce it online ; Those that do not meet the requirements will be issued a “Notice on Approval or Rejection of Special Equipment Licensing (Filing)” (hereinafter referred to as the rejection or non-filing notice). (7) Addition/Upgrade: If a certified entity needs to add more license items, types, categories, or varieties during the validity period of its certificate, it must follow the procedures for applying for a new license. However, if the basic conditions (including the quality system) remain unchanged and the additional products fall within the scope covered by the original certificate, an appraisal process may be waived upon approval. (8) Renewal: The validity period of a special equipment license is 4 years. If the entity holding the license wishes to maintain its validity, it must go through the renewal procedures in accordance with the requirements for license applications at least 6 months before the expiration date. The renewal procedure is essentially the same as the new application procedure; however, certain requirements differ slightly. For instance, prototypes may be replaced by work-in-progress that corresponds to the applicable level of application. (9) Modification, extension, and addition of copies: If the certified entity experiences changes in its name, address, etc. that require a modification to the certificate, it must fill out an application form for modification (approval) of special equipment permits, provide relevant supporting documents, and go through the procedures for certificate modification after approval is granted. Enterprises that are unable to renew their certificates on schedule due to special reasons such as restructuring or a complete relocation of the production site approved by authorities may submit an application to the issuing authority for a delay in renewal; with approval, the renewal can be postponed, but the delay shall not exceed one year. If a certified entity needs to obtain additional copies of its certificate due to having multiple construction sites, it shall fill out an application form for changes to special equipment permits (approvals), provide relevant supporting documents, and go through the procedures to obtain the additional copy of the certificate after approval. (10) Time provisions: Upon receiving an application and related documents, if the application materials are incomplete or do not conform to the prescribed format, the Licensing Office shall inform the applicant in one go of all items that need to be corrected ; If the application documents are complete and in compliance with the statutory requirements, or if the applicant submits all the required supplementary documents, the signed application form or a notice of rejection shall be returned to the applicant within 5 days. Type testing should generally be completed within 6 months. After completing the type test, the type test laboratory shall issue a type test report within 30 days. The appraisal and evaluation agency shall conduct the on-site appraisal and evaluation according to the schedule designated by the applying entity, with the actual evaluation time generally not exceeding 3 months from the scheduled date. After completing the appraisal and evaluation work, the appraisal and evaluation agency shall issue an appraisal and evaluation report within 20 days. Enterprises identified in the on-site assessment as requiring rectification must complete such rectification within 6 months. Upon receiving the assessment and evaluation (type test) report, the licensing authority shall complete the review and approval process within 30 days, after which the licensing office shall issue a license (registration form) to the applicant or make an announcement online.
