How to prevent pressure buildup in summer light oil pipelines?

Since the pressure relief device for the pipelines in the reservoir area is installed using a check valve placed between two gate valves, pressure relief occurs only by discharging fluid into tanks with a large capacity at low liquid levels. At present, the actual capacity of all storage tanks has reached the maximum safe level, which results in slight leakage from the gate valves and subsequent oil dripping from the skid-mounted dip pipes. How should this situation be addressed? I would appreciate it if everyone could discuss this matter. Thank you
Install a safety pressure relief valve to release pressure to the oil collection line or tank roof.
Since it is the installation method for a check valve between two gate valves, in summer one can simply keep the gate valves at both ends open, thus maintaining connectivity with the tank; this will prevent overpressure
If the valve cannot even withstand the pressure from the oil tank level, then there is something wrong with it; it should be repaired or replaced.
