Issues with the materials used in hydrogen pipelines

Why can’t fiberglass-reinforced plastic be used for hydrogen pipelines? Our unit uses composite materials, namely UPVC with fiberglass on the outside. I just don’t understand why fiberglass can’t be used directly.
Fiberglass has strength but no toughness； It’s just too crispy
Why can fiberglass-reinforced plastic be used for chlorine pipelines? The pressure and temperature of hydrogen and chlorine are not very different
Stainless steel is good, but it’s expensive! ! !
For chlorine and hydrogen here, we use stainless steel.
