Is a groove needed for the connection between the skirt and the tower body?

On page 13 of HG20652, it is recommended that grooves be provided at the junction between the skirt and the tower in situations such as those mentioned in point 2, where the tower bottom operates at low temperatures, or when the nominal thickness of the skirt cylinder exceeds 16 mm. Is everyone who designs equipment following this requirement strictly? And why? What are the consequences if no groove is made and only full penetration is required?
Reply to 1# 20080818: Was my explanation not clear? It is the joint between the top of the skirt and the head; whether a bevel is needed on the skirt to ensure full penetration. Please answer!
