Simply put, the weld line and the tangent line are the two edges of the straight edge section of the head. On your drawing, the tangent line is a virtual line that is 25 or 40 units away from the weld line

The head weld line is the reference line for welding the head to the shell; the tangent line of the head is indicated by the dashed line corresponding to value h in Table 1 on page P3 of JB/T4746-2002. The value of h is usually 25 or 40.
Then why is it called a tangent? (T.L.)
For specific details, refer to the standard GB/T25198-2010 for the definition; there is no reason behind it.
It is estimated that the straight edge (25.40) is tangent to the head’s arc.
