Fluctuations in inlet pressure, fluctuations in outlet flow rate, fluctuations in steam parameters, and fluctuations in control oil pressure can all cause this
Theoretically, if it’s not a steam issue, then it’s very likely a problem with the governor
Check if there are any fluctuations in the system steam.
1. Unstable inlet pressure and temperature, either in one stage or two stages； 2. Are the steam temperature and pressure within the required range? ； 3. Fluctuations in oil pressure of the speed control system ； 4. The pistons in the governor, hydraulic actuator, and throttle are unresponsive and exhibit sticking ； 5. The accumulator is leaking, resulting in low pressure.
