**It seems there are no restrictions either on foreign investors setting up factories in China on their own. But it seems there are no domestic or foreign capital coke manufacturers. It’s a joint venture, and as far as I know, they’re not common either. The deep processing of coal tar **clearly encourages the use of foreign investment.
