How to write a security measure

Recently, road work was carried out in front of the workshop, and my supervisor asked me to write down some safety measures. I outlined them from the following aspects; I’m not sure if they are appropriate 1. Entry and exit of vehicles and personnel 2. Security measures against unauthorized persons and theft 3. Nighttime lighting facilities 4. Reporting any abnormal situations promptly. These are the only four points that come to mind; I’m not sure if anything else is missing
1. Establish a security zone and set up roadblocks； 2. Safety education for external construction workers ； 3. Management of groundwork permits and other relevant safety work permits ； 4. Assign a dedicated person for supervision and coordination (or increase inspections).
The construction company is not under our management, and the construction area falls outside the scope of our responsibilities; it’s merely a section of road at the entrance that needs to be repaired
Didn’t you write above that it’s in front of the workshop door? That is, within your factory premises; and even if it’s not within the premises, as long as their construction activities affect your safe production, you need to communicate and coordinate with them, let alone when it’s inside the factory.
Set up warning signs, as well as manage temporary electricity and water usage! Temporary passage!
