On pressure vessel design

I would like to ask that for pressure vessel design, there are generally three levels of approval: design, verification, and review. I’m not sure whether it’s necessary to obtain a certification in design; also, I wonder if obtaining such a certification has any impact on the subsequent verification and review processes. I hope someone with experience can give me some advice
Design certification is not required for our side, but it is needed for verification and review.
