Things with the word “complete” only exist in theory, right?
0 leakage is often necessary, but it depends on the operating conditions. There’s also this one for checking products. If the quality is good, it will still be much better.
It’s possible. This has a lot to do with the factory; after the products are thoroughly tested before leaving the factory and proper storage measures are taken, there should be no problems when they reach the customer’s hands. A 100% success rate can be achieved. (This is subject to certain time limits – I’ve forgotten the specific standard numbers. It seems that valves need to undergo various tests again before use after being stored for 6 months.)
100% is the ideal state. The quality of valves varies among different manufacturers these days, but overall they are still good. Leaks at the flanges, glands, and large covers are very rare. Generally, there are more leaks with light hydrocarbons, while heavy oil is better in this regard.
Leakage is quite normal; it is acceptable within certain limits from a technical perspective, especially after the process has been operating for some time.

Reply to 1# einstein1112: There is no such thing as 100% leak-free performance; leaks are classified into different levels, with the highest level being level 6, or the bubble level. This level can generally only be achieved with soft seat valves, while hard-sealed valves can reach at most level 5. And it’s not absolute either; the larger the diameter of the valve, the greater the leakage. Hard-sealed ball valves can achieve a leakage level of five, and top-quality valve manufacturers are able to reach this level as well, but it becomes more difficult when the diameter is large. Hard-sealed ball valves have the lowest leakage rate among all types of valves; this advantage is particularly significant for those with small diameters. However, a valve with \"zero\" leakage is certainly not of a hard-seal type; even for soft-seal valves, factors such as the medium, operating conditions, pressure, valve seat material, and diameter must be taken into consideration.
The view from the 10th floor is more scientific. Leakage can only be minimized in valves with soft seals; hard seals cannot achieve this. The leakage in ball valves can be kept quite low. For valves with soft seals, the performance of the rubber is certainly influenced by the operating time and the type of medium, and these factors need to be taken into consideration carefully when selecting such valves.
100% no leakage means “absolutely no leaks”. Leakage issues vary depending on time, location, and operating conditions. As long as the process requirements are met, it’s fine.
