According to the Interim Provisions on the Safety Design, Construction, and Management of Large Floating Roof Oil Tanks, it is required to install television surveillance systems. The requirements for such systems are as follows: 6.4 The automatic fire alarm system should be capable of controlling the television surveillance system in order to confirm the presence of a fire. 6.5 The positioning of the cameras in the television monitoring system should ensure that there are no blind spots in monitoring when the floating disk of the storage tank is at half of its maximum level ； Moreover, each tank should be under the surveillance of no fewer than two cameras. As mentioned above, a storage tank with a capacity of 50,000 cubic meters generally needs to be over 20 meters high. To meet the requirements, video surveillance towers 60 meters tall need to be installed outside the cofferdam, at a distance of about 20 meters from the center line of the cofferdam; several such towers are required. This raises the issue of lightning protection – with so many tall towers, don’t they function as lightning receptors? How can it be ensured that the enormous capacity of so many lightning receptors is directed into the ground, so that the increase in ground potential does not pose any safety risks? Which senior can explain this? ! It is said that all large oil depots built after 2007 are required to comply with this standard (from Sinopec).
