Regarding the issue of operating pressure

I would like to ask the experts: does the operating pressure of a pipeline refer to the internal pressure it can withstand, or rather the difference between the internal and external pressures? The jacket tube is designed to determine whether the inner tube is a pressure pipeline. Waiting for a reply!
Of course, I’m referring to internal pressure. I’ve always believed that internal pressure and external pressure cannot be simply added or subtracted from each other; for example, 0.1 MPa of internal pressure is definitely not equal to 0.1 MPa of external pressure

This should be similar to the design of pressure vessels: the thicker thickness calculated when the inner cylinder is subjected to internal pressure alone, and the thicker thickness calculated when it is subjected to external pressure alone – the larger of these two values is taken
It should refer to internal pressure; normal operating pressure does not refer to external pressure, unless otherwise specified
