Everyone, you need to understand the situation – the Energy Ministry is going to take control of everything! Procedures for the Standardization Management in the Energy Sector (Trial) Chapter 1 General Provisions Article 1 These procedures are formulated in accordance with the Standardization Law of the People’s Republic of China, the Regulations for the Implementation of the Standardization Law of the People’s Republic of China, the Notice of the General Office of the State Council on Issuing the Provisions regarding the Main Responsibilities, Internal Structures, and Staffing of the **Energy Administration” (hereinafter referred to as the “Three Determinations” Notice), as well as other relevant management regulations, taking into account the actual conditions of the energy sector. Article 2 In accordance with the “Three Determinations” notice, the industry standardization work in the energy sector as defined in these measures covers the following areas: (1) Petroleum ； (II) Natural gas ； (III) Coal ； (IV) Coalbed methane (coal mine gas) ； (5) Electricity (conventional electricity) ； (VI) Fuels (refined oil, coal-based fuels, and biomass fuels) ； (VII) Nuclear power ； (8) New and renewable energy ； (IX) Energy conservation and comprehensive utilization of resources ； (10) Energy equipment. Article 3: The task of industry standardization work in the energy sector is to organize the formulation (revision) and implementation of **standards and industry standards in this field, supervise the application of such standards, and guide enterprises in carrying out standardization activities. Article 4: Technical requirements that need to be standardized in the energy sector and meet the following conditions shall be formulated as **standards or industry standards: (1) Technical requirements and methods for the survey, planning, design, construction, acceptance, and post-evaluation of energy projects ； (II) Types, specifications, quality, grades of energy products, or safety and hygiene requirements ； (III) Methods for the production, testing, inspection, packaging, storage, transportation, transmission, and use of energy products, as well as safety and hygiene requirements during the processes of production, storage, transportation, and transmission ； (IV) Requirements for the design, manufacturing, installation, commissioning, operation, maintenance, testing, and upkeep of energy equipment and systems ； (5) Testing, measurement, supervision, quality assessment, and technical specifications for ordering of energy raw materials, materials, fuels, working fluids, and control instruments ； (VI) Technical terms, symbols, codes, identifiers, mapping methods, and technical management requirements for energy production and construction ； ( VII) Safety and labor protection requirements for energy production and construction ； (8) Various technical requirements, evaluation methods, and testing methods for energy conservation, environmental protection, and comprehensive utilization of resources ； (IX) Requirements for the calibration of energy measuring instruments ； (10) Other relevant standards in the energy industry. Those that meet the requirements regarding the formulation of **standards** as stipulated in the Implementing Regulations of the Standardization Law of the People’s Republic of China are formulated as **standards** ； There are no **standard technical requirements that need to be unified within the energy industry and established as industry standards. Article 5: Encouragement is given to the adoption of international standards and advanced foreign standards in the energy sector, as well as active participation in the development of international standards. Chapter 2 Standardized Management Article 6 The **Energy Administration operates under the guidance of the standardization authority under the State Council; it is responsible for industry standardization work in the energy sector and carries out the following duties: (1) Implementing the laws, regulations, guidelines, and policies related to standardization work, and formulating specific measures for their application in the energy sector ； (II) Formulate standardization regulations and policies in the energy sector, be responsible for the macro-management of standardization in this field, and coordinate with other departments’ work ； (III) Organize the formulation of standardization development plans in the energy sector and establish an energy standards system ； (IV) Organize the formulation of industry standards in the energy sector ； (5) Organize the implementation of standards in the energy sector, and conduct supervision and inspection over their application ； (VI) Responsible for raising funds for industry standardization subsidies in the energy sector ； (7) Decide on other major matters regarding industry standardization in the energy sector. Article 7: The management of **standards in the energy sector shall comply with the provisions of the **Standard Management Measures. Article 8 **The Energy Administration may delegate the specific organizational and management tasks related to the formulation of industry standards to relevant organizations such as associations, federations, and group companies that have functions in industry standardization management (hereinafter referred to as industry standardization management organizations; the list is provided in Annex 1). Article 9 The industry standardization management agency shall primarily perform the following duties: (1) Collecting and submitting the annual formulation (revision) plans for the industry ； (II) Be responsible for the implementation, technical review, and approval of annual planned projects ； (III) Organize participation in international standardization activities to promote the adoption of international standards and advanced foreign standards ； (IV) Organize the publication of industry standards and be responsible for submitting applications for standard achievements ； (5) Guide enterprises in their standardization work and handle the filing of enterprise standards ； (VI) Undertake other standardization tasks entrusted by the **Energy Bureau. Article 10 The Standardization Technical Committees in the energy sector (hereinafter referred to as standardization committees) include national standardization committees and industry standardization committees. The National Standards Committee is under the unified management of the standardization authority of the State Council in accordance with the \"Administrative Measures for National Professional Standardization Technical Committees\"; the Energy Bureau provides support in terms of operational guidance, while ensuring that industry associations, federations, and corporate groups play their full roles. The industry standards committee is under the unified management of the **Energy Bureau in accordance with the \"Implementation Rules for the Management of Technical Committees for Standardization in the Energy Sector (Trial)\"); it may also be entrusted to industry standards management organizations for administration. The industry standards committee mainly performs the following duties: (1) Formulating the industry standards framework for this field ； (II) Submit the annual industry standard development plan for this specialty ； (II) Organizing technical reviews of industry standards for this specialty ； (III) Conduct standardized training, standard dissemination, and technical services in this field ； (IV) Undertake standardization tasks entrusted by the **Energy Bureau or industry standardization authorities. Chapter 3: Standard Formulation Article 11: Matters related to **standards in the energy sector (including the initiation, formulation, review, and approval of such **standards) are under the unified management of the standardization authority under the State Council. The **Energy Administration assists and cooperates in tasks such as the planning, scheduling, formulation (revision), implementation, supervision, and inspection of **standards in the energy sector, while giving full play to the roles of various industry associations, federations, and group companies. Article 12: The formulation of industry standards in the energy sector shall comply with the \"Administrative Measures for Industry Standards.\" The planning, drafting, review, submission for approval, numbering, approval and publication, filing, printing, reevaluation, revision, and modification of industry standards are all under the unified management of the **Energy Bureau. As needed, the task of managing these processes such as drafting, reviewing, submitting for approval, filing, publishing, reevaluating, revising, and modifying industry standards can be delegated to industry standardization management agencies; the specific procedures shall be carried out in accordance with the \"Implementation Rules for the Formulation of Industry Standards in the Energy Sector (Trial).\" Chapter 4 Implementation, Supervision, and Incentives for Standards Article 13 Enterprises and institutions in the energy sector shall strictly comply with mandatory standards; products that do not meet these mandatory standards are prohibited from being produced, sold, or imported. Article 14: When enterprises in the energy sector produce products in accordance with **standards or industry standards, they shall indicate on the products or their instructions and packaging the code, number, and name of the standard being followed. Article 15: Imported equipment and introduced technologies in the energy sector must undergo standardized review in accordance with relevant regulations. The equipment imported and the technologies introduced by energy enterprises and public institutions must comply with China’s relevant mandatory standards. Article 16: **The Energy Bureau is responsible for supervising the implementation of industry standards in the energy sector. **When the Energy Bureau approves and reviews energy investment projects within the scope of its authorized powers, as stipulated by regulations, it may propose suggestions for standard setting or adoption, and carry out follow-up supervision. Article 17 **The Energy Bureau shall assist** the quality supervision and inspection agencies as well as the certification bodies in planning, establishing, and reviewing inspection institutions and certification bodies in the energy sector. Article 18: Standards are considered scientific and technological achievements. Those in the energy sector that exhibit a high level of technical sophistication and yield significant benefits should be included within the scope of relevant scientific and technological awards issued by the Energy Administration. Article 19: For energy sector **standards and industry standards that meet the requirements for the \"China Standard Innovation Contribution Award,\" the **Energy Administration and the industry standardization authorities shall recommend candidates for submission in accordance with the \"Administrative Measures for the China Standard Innovation Contribution Award.\" Chapter 5 Supplementary Provisions Article 20 Sources of funds required for formulating **standards and industry standards in the energy sector: 1. Funds for standardization raised by industries and enterprises themselves. 2. Funding from enterprises and institutions. 3. Sponsorship related to community organizations. 4. **Standardized subsidy fees provided by the department, etc. 5. Funds allocated for key projects and research initiatives in the energy sector, etc. Article 21: The standardized subsidy funds provided by **the relevant department, as well as the funding from associated organizations and sponsorship from associations, plus the funds allocated for key projects and research initiatives in the energy sector, must be used for their designated purposes only and shall not be diverted to other uses. Article 22 These measures shall come into force as of the date of issuance. Article 23: These Provisions shall be interpreted by the **Energy Bureau.
