The purpose, as mentioned by the original poster, is to maintain connectivity between the inside and outside, as well as to prevent water from entering inside the columns. In our designs, we usually create a through-hole of about Φ30 in the middle of the base plate. Some design institutes also design them as Φ10 through-holes.

The holes in the base plate of the pillar are there for exhaust purposes, and they are particularly useful during the heat treatment of the spherical tank after it has been fully welded
