Issues with the inspection of end caps

May I ask: do pressure vessel end caps require a supervision and inspection certificate? If it’s not needed in all cases, then under what circumstances is it not needed?
The head factory just needs to issue a certificate of conformity!
The head is the main pressure-bearing component of pressure vessels; if it is purchased from an external supplier, a supervision and inspection certificate must be available. In addition, in accordance with the requirements of the quality management system, regular evaluations of the manufacturers of these heads as qualified suppliers are also necessary.
Our factory holds the view that pressure vessels over 1800 require a supervision and inspection certificate, while those under 1800 do not. But it’s unclear where the basis for asking this can be found. I hope everyone can help out. Thank you so much!
